The Monroe County Office of Management and Budget prepares, publishes, and administers the annual County Budget. It is primarily charged with monitoring expenditures and revenues and conducting analyses of County operations for the purpose of improving efficiency and effectiveness. As part of the annual Budget development process, the Office prepares multi-year fiscal forecasts, analyzes the effect of the New York State Budget on the Monroe County Budget, prepares financial information and analyses for presentation to credit rating agencies, reviews recommendations to the County Legislature, and ensures consistency with County Executive Maggie Brooks’ commitment to providing the best possible service at the lowest possible cost for local taxpayers.
Monroe County’s 2011 Budget stands as a blueprint for fiscal discipline that derives strength from years of innovative, forward-thinking financial planning. It bridges a significant structural resource gap to produce balanced spending, even as many local governments across New York State are being crushed under the weight of increasing mandates and decreasing revenues.
Most importantly, the 2011 County Budget delivers a 7th consecutive year of property tax stability at a time when overburdened local property owners need it most.
The 2011 Budget also holds taxpayer supported non-mandated spending – or the spending that the County can control on a local level – to an increase of only 0.9% over 2010. That increase is below the rate of inflation, meaning the 2011 Budget is fully compliant with the Monroe County Taxpayer Protection Act of 2007.
Even as mandated costs outpace the growth of local revenues, County Executive Brooks was able to balance the 2011 Budget through a combination of cost-cutting strategies and revenue enhancements that helped to offset the State’s shifting of costs to counties. Furthermore, Brooks re-doubled her commitment to reducing the size and cost of County government, which will support 114.5 fewer full-time-equivalent positions in 2011, resulting in the estimated savings of $6,700,000.
