Alternatives to Incarceration (ATI)

Community Collaboration for the Enhancement of Services

The Alternatives to Incarceration (ATI) Division plans, implements, and monitors Monroe County’s ATI initiatives, grants, programs, policies and contracts. The ATI program utilizes services from community agencies including Pre-Trial Services Corporation of the Monroe County Bar Association.

Pre-Trial Services supports the ATI programs including: Pre-Trial Release, Pre-Trial Diversion, ATI Monitoring and Notification, Graduated Restrictions and Parole Relapse. For example: Pre-Trial Release operates as an alternative to bail for defendants held in custody if they are eligible for Release on Recognizance. Pre-Trial Diversion programming is an alternative for incarceration by offering assessment, counseling and referral services to eligible defendants, along with monitoring client progress.

More ATI Services

Enhanced Pre-Trial Services Program expands resources to provide staff for universal screening of all pre-trial options, including bail expediting and referrals to the TASC Program. Staff monitor defendants released to the Program. This Program is designed to lessen jail costs by reducing pre-trial population and reduce court “failure-to-appear” rates. Electronic Monitoring is a sentencing alternative to incarceration for selected jail-bound offenders for whom a period of "probation/domicile restriction" shall serve either to substitute for a jail sentence or to reduce an otherwise longer jail sentence. Offenders sentenced to this program are monitored on a daily basis with electronic transmitters/monitors, random telephone calls and face-to-face home contacts. Criminal Justice Council (CJC)

The mission of the Criminal Justice Council is to promote and foster cooperation and coordination between separate governmental units and agencies to improve the criminal justice system through planning, analysis, technical assistance training, information sharing and to promote balanced resources within the criminal justice system.
