County Clerk's Coronavirus/COVID-19 Emergency Operations

Effective Wednesday morning, March 25th, 2020 at 9 A.M. this office is closed to the public.

  • The Pistol Permit Counter is closed until further notice.
  • The County Clerk’s Office is not processing Veteran’s Discount Cards and U.S. Passports transactions.
  • Copy requests for land and court documents may be made via telephone at (585) 753-1620, via U.S. mail or email at
  • Certificates of Authentication, Notarial certificates, and notary renewals, DBAs transactions (Doing Business As) will be completed only via U.S. mail.
  • Land recordings and court filings can be made through electronic submission (eRecord/eFile) or U.S. Mail.

IMPORTANT NOTE: eRecord and eFile are two different systems.  eFile is a system through the Office of Court Administration and users submit filings through NYSCEF.  eRecord is the system to allow for the submissions of land recordings.


All DMV offices are now closed to the public.

  • An Executive Order released on Sat. 3/21 has immediately suspended in-person NYS DMV operations.  Please check back here and at the NYS DMV website for the latest updates.
  • The Executive Order extends the validity of all licenses, IDs and registrations that have expired since March 1 or will be expiring until April 18 through April 19, 2020.

  • If you need to surrender license plates to cancel a vehicle's registration and remove it from your insurance policy, plate surrender drop boxes will be available from 10 a.m. to 3 p.m. weekdays at:
    • The Monroe County Office Building, rear entrance (glass doors accessible from Irving Pl. on the side of the building), 39 W. Main St., Rochester NY 14614
    • The hallway outside of the Irondequoit DMV in the Titus Mall building (enter from Titus Ave. side), 545 Titus Ave., Rochester, NY 14617
  • Your plate surrender receipt will be mailed to you.  Plate surrender forms will be available at the drop boxes or can be downloaded and completed ahead of time here.
  • Please note that plate surrenders cost $1, payable by cash or check.
