County Clerk's Coronavirus/COVID-19 Emergency Operations

DMV OFFICES

All DMV offices throughout NYS are currently closed to the public.

  • An Executive Order released on Sat. 3/21 has immediately suspended in-person NYS DMV operations.  Please check back here and at the NYS DMV website for the latest updates.
  • Executive Orders have extended the validity of all licenses, IDs, vehicle registrations, and inspections that have expired since March 1 indefinitely -- the latest interpretation by the state DMV of Executive Orders affecting DMV operations is available at https://dmv.ny.gov/dmv/covid-19-information-customers-and-businesses .  We cannot currently assist you with the renewal of your license, ID, or permit locally.  Many licenses cannot currently be renewed due to the eye test requirement, but again please note they have been extended in validity indefinitely.
  • Please note all Executive orders are subject to further amendment, extension of dates, etc.

  • If you need to register a car, truck, motorcycle, or trailer, or transfer license plates, we have a new, mail-in process to do so. (Note: This was expanded to include motorcycles and trailers on May 6, 2020.)  Instructions and forms are available here in English and Español: Registrar un vehículo o transferir un registro por correo.  To clarify for our constituents -- you do not get these forms at a post office.  You can print them from this website or provide your mailing address through our automated system at (585) 753-1604 if you need a copy sent to you.
  • The same process is being used to re-register a vehicle you already own, for example, a "summer car" you took off the road for the winter, with a few key differences:
    • It is not necessary to submit your title if you already own the car and are the only person on the title (see the packet linked above for more detail on this point)
    • If you are already the titled owner of the vehicle, we do not need a sales tax form or bill of sale -- these documents are only needed to change ownership of a vehicle
    • If you requested a credit when you surrendered your plates for the season, the registration is still unexpired, and you are putting the same vehicle back on the road, no fee is required.  If it is a different vehicle, we require a $10 transfer fee.  If you need to renew the registration, the fee can be determined using the fee calculator linked in the full packet.
  • New - Boat Registrations - Effective May 6, 2020: If you need to register a boat, please use this packet instead which includes slightly different instructions and a different registration form required for boats.
    • If you need to surrender license plates to cancel a vehicle's registration and remove it from your insurance policy, plate surrender drop boxes will be available from 10 a.m. to 3 p.m. weekdays at:
      • The Monroe County Office Building, rear entrance (glass doors accessible from Irving Pl. on the side of the building), 39 W. Main St., Rochester NY 14614
      • The hallway outside of the Irondequoit DMV in the Titus Mall building (enter from Titus Ave. side), 545 Titus Ave., Rochester, NY 14617
    • Your plate surrender receipt will be mailed to you.  Plate surrender forms will be available at the drop boxes or can be downloaded and completed ahead of time here.
    • Please note that plate surrenders cost $1, payable by cash or check.

    If you have a DMV issue that does not fit into the above categories, please contact our DMV Helpline at (585) 753-1649 and leave a detailed message.  Staff working from home are returning voicemails left there.  Please note our office does not issue and cannot assist in collecting payment for traffic tickets.

    DOWNTOWN FILING OFFICE

    Effective Monday, June 8th, 2020 at 9 A.M. this office will reopen to in-person transactions

    In preparation to reopen, a number of changes have been implemented to provide a safe environment for all staff and customers.   

    • Some services will be available by appointment only in order to limit the number of people in the office at the same time.
    • Some services, which have been open during the shutdown by mail, will continue to be handled by mail only until we can work through the backlog of services that were closed to the public.  
    • New acrylic barriers and physical distancing signage have been installed in all customer service areas. 
    • A customer “Code of Conduct” and office rules will be posted to encourage healthy practices during a visit. 
    • All individuals entering the County Office Building will be giving a temperature screening, per County Executive Bello’s Executive Order.
    • Everyone must wear a mask when they are in the County Clerk’s Office in order to comply with Governor Cuomo’s Executive Order.
